Real-World Safety & Security Leadership


Calvary Safety & Security Services, LLC. is led by Scott Brown, who brings nearly a decade of hands-on experience supporting safety, risk, and security operations at the county government level. During his tenure, Scott worked within the risk management division, which is responsible for overseeing compliance under Ohio’s Public Employment Risk Reduction Program (PERRP)—an OSHA-aligned framework—across all County departments and agencies. His work supported more than 2,500 county employees, each with different operational risks, environments, and safety challenges. 


Prior to working in local government, Scott adds to the depth of his experience and knowledge with a diverse background in the power generation, civil construction/engineering, and manufacturing industries. 


Experience That Translates to Real Business Needs


Scott’s role functioned much like an internal consultant—working across all County operations to build, improve, and maintain safety and security systems that were practical, enforceable, and aligned with regulatory expectations. His responsibilities included:


  • Developing and implementing safety programs and policies 
  • Conducting safety audits, inspections, and accident investigations 
  • Leading safety committees and supporting workplace safety initiatives 
  • Creating job safety analyses (JSAs/JHAs) and safe work procedures (SWPs)
  • Supporting life safety compliance and emergency action planning, and more! 


This experience required balancing regulatory requirements with real-world operations—ensuring that safety systems didn’t just exist on paper, but actually worked in practice.


Security Oversight and Infrastructure Experience


In addition to safety responsibilities, Scott was directly involved in physical security operations throughout most County operations. This included:


  • Threat and Hazard Identification and Risk Assessment (THIRA) 
  • Administration of the Vicon VAX access control system 
  • Management of the Vicon Valerus video surveillance platform and infrastructure 
  • Participation in court security committees 
  • Oversight of contracted security guard services 
  • Supporting emergency planning efforts related to facility security 


He also contributed to the procurement process by preparing Request for Proposals (RFPs) and Invitations to Bid (ITBs) for related services supporting the County's risk management operations. 


Education That Supports Practical Execution


Scott’s background combines field experience with formal education -


  • Bachelor’s Degree in Occupational Safety & Health from Eastern Kentucky University 
  • Associate’s Degree in Construction Management 
  • Six Sigma Green Belt (focused on process improvement and efficiency)
